Resources for responding to EU public tenders

A TED notice is a starting point, not the full tender file. Base your bid decision on official documents, selection criteria and your company’s capacity. Follow this structured workflow rather than relying on automated recommendations.

01 — 06

Resources for responding to EU public tenders

A practical workflow for assessing an EU tender, checking eligibility and preparing an evidence-backed submission.

01 / 06

1. Qualify the opportunity before allocating resources

Check the scope, country, deadline and procedure. Review lots, permitted variants, mandatory site visits, submission language and consortium conditions. Compare the requirements with your references, delivery team and financial capacity.

02 / 06

2. Retrieve the official and current documents

Download instructions, technical specifications, annexes and forms from the buyer’s procurement portal. Record the source and retrieval date. Monitor corrigenda and official Q&A because material requirements may change before the deadline.

03 / 06

3. Build an evidence-based compliance matrix

Record every mandatory requirement, the proof needed, an owner, file location and internal due date. Separate exclusion criteria from scored criteria. Trace every material statement in the bid back to an authoritative document or a verifiable company record.

04 / 06

4. Prepare eligibility documents and the ESPD

Gather company identification, requested certificates and capability evidence. The European Single Procurement Document is a self-declaration mechanism; specific evidence depends on the procedure. eCertis can help interpret cross-border certificates but does not override buyer instructions.

05 / 06

5. Review the technical and financial response

Map your proposed solution to each specification. Check pricing units, schedule, subcontractors and consistency across annexes. Human review remains essential when AI tools summarize source documents or generate drafts.

06 / 06

6. Submit early and preserve an audit trail

Test allowed formats, electronic signature rules and the tender portal before the deadline. Preserve acknowledgements, final versions and the correspondence log. TED is not the submission platform unless the notice explicitly directs you there.
